Why can I not connect with contacts not in my Private Cloud?

The Private Cloud feature, by design, blocks all inbound and outbound message requests with users, not in the same Private Cloud setting.  This is to create a protected internal environment. 

If the Admin or Client are attempting to add contacts that have not received a pc file, they will not be able to add the contact. Users in a private cloud setting cannot communicate with other users that are not in the private cloud.
